As part of the equal participation of all people in everyday life, internet services should also be accessible to people with disabilities without assistance. The UKE [International Office] strives to make its website accessible and to design it in a way that takes into account the national legislation implementing Directive (EU) 2016/2102 of the European Parliament and of the Council on the accessibility of websites and mobile applications and the relevant published harmonized standards (EN 301 549) or relevant parts of the standards as amended.
This accessibility statement applies to the UKE [International Office] website and its sub-chapters, but not to other websites linked within this website. It applies to the UKE [International Office] website in desktop and mobile view.
Status of compliance with the requirements for accessible information technology:
The UKE [International Office] website is based on the TYPO3 bootstrap package, which was tested as officially accessible according to the WCAG 2.1 standard and EN 301 549 by the BIK test center on August 29, 2023. The assessment of the status of compatibility with the requirements for accessible information technology is based on a self-assessment by the UKE [International Office], taking into account the underlying legal provisions and specifications mentioned above and guidelines based on them (primarily BITV test self-assessment via the BIK for All project (bik-fuer-alle.de) as well as online tests using LERA and the Mozilla developer tools (Accessibility features). LERA (https://advancedbytez.com/lera/) is an automated, web-based tool for accessibility testing and reporting and has successfully tested the site against the WCAG 2.1 Level A and AA success criteria. Mozilla is the publisher of the Firefox web browser and offers integrated tools for web developers (https://support.mozilla.org/en-US/kb/accessibility-features-firefox)
With the ability to operate the website using the keyboard, to change font sizes and contrast settings, with a read-aloud function, a clear structure and the special design of the content and files provided, this website fulfills a large part of the requirements of perceptibility, usability, comprehensibility and robustness. However, it is not entirely possible to translate the content, which does not merely contain key information or links to files and websites, into “easy language” and/or “simple language”. For this reason in particular, this website is currently not fully compatible with the technical requirements of the HmbBITVO (Hamburg Barrier-free Information Technology Ordinance). However, we are gradually working on translating the editorial content into “easy language” (where possible) as well as into other languages in order to enable people with a poor knowledge of German to participate as fully as possible.
Non-accessible content and justification:
The state of the technology used does not (yet) allow for a completely barrier-free design. As far as possible, we are constantly working to improve the accessibility of the site. For example, the accessibility requirements for new PDF files are almost completely fulfilled. In the case of old data (archives), accessibility can unfortunately not or only partially be fulfilled due to the date of creation. We would also like to make content that is not immediately accessible to everyone and are therefore happy to provide another option if required. If not every point of the website can be reached via the keyboard functions or if the function is sometimes unacceptable for a screen reader or other aids, we are grateful for information and are working on a solution. The start of live operation of this new version of the website may involve some necessary corrections at the beginning, but these will be worked on as soon as they become known.

The aim of the monitoring body's work is to ensure compliance with the requirements for accessible information technology and to ensure comprehensive implementation of the legal regulations.
